Job Description for procurement officer

 

  • Plans, organizes and co-ordinates the procumbent of supplies, materials, equipment and services for agency.

  • Develops, implements and monitors a procumbent plan for the agency.

  • Advice on the appropriate procumbent methods to be used for procumbent of goods and consultancy services under the project.

  • Manges the procumbent process and ensures all procumbent actives comply with applicable laws, regulations, policies and procedures if the agency and the Puntland procumbent process.

  • Manages the procurement actives processing including: Drafting procurement plans, bidding documents, adverts, request for quotations, procedures in issuing BDs, procedures in short listing suppliers for invitations for quotations, receipt of bids/quotations, opening of bids/quotations, evolution of bids/quotations, preparation of evolution report and draft control agreement…etc.

  • Prepares expressions of interest, request for proposals, letters of invitation, request for proposals and other tender documents.

  • Participates and provides guidance to the evolution process and preparation pf bid/proposal evaluation reports and award recommendations for procumbent in compliance with national government laws, policies and regulations.
